Balance
and Fairness in Projects
The second important
consideration in conducting projects is that project activities must
be both fair and honest. In other words, project activities must be
designed in such a way that the program being evaluated has every opportunity
to demonstrate its strengths and meritorious accomplishments. Standards
should not be so rigorous or expectations set so high that it is impossible
for programs to demonstrate that they have been effective. On the other
hand, if projects are to be useful,it is also important that they be
candid. Strengths and accomplishments should be portrayed as such; however,
where there are areas where programs are still in need of improvement,
these should also be reported. In our experience, when a fair and honest
approach is used, identification and reporting of both types of findings
can have a salutary effect on the program under examination.
