Consulting, Inc. (VDC) is an independent contracting agency that was
established in 1997 to provide consultative services to organizations
that are seeking to enhance or assess human performance and to evaluate
programs or products targeting improved human performance. Because of
its core staff members, VDC can offer to clients expertise in a number
of areas. These areas include, but are not limited to, program and product
evaluation, educational research, needs assessment, measurement of educational
outcomes, curriculum analysis, training impact studies, and evaluation
of educational technology. VDC has serviced clients from local or regional
